Collaborative Setup

Imagine if you will, working across a collection of 20 dispersed geographic areas. Some of these areas will have more than one team who is doing follow-up of potential seekers. Contacts will be coming from a single Echo instance. Some teams might have and manage their own DT instance while most will not. A dispatcher will be assigning contacts to multipliers or teams based on location, affinity, and/or rotation. When the team has their own DT instance, the dispatcher will send the contact from the initial DT to the team specific DT. Collective as well as team specific reporting will be needed. Multipliers and teams should not have access to contacts not assigned to their team.

Sounds like you have one main D.T instance that receives contacts from Echo.
From there a main Dispatchers assigns contacts to the correct sub Dispatchers or Multipliers, or transfers the contacts to a team's D.T instance.I don't foresee any major problems. Here's a couple plugins that might help:
The Teams plugin for the main D.T instance. This lets a contact be assigned to a team for them to follow up with.
The Network Dashboard set up on the main D.T instance to pull stats from all the D.T instances.
The Auto Assignment plugin to auto assign contacts based on location.
